Biography

Tarah Wheeler is a Cyber Project Fellow at the Belfer Center for Science and International Affairs at Harvard University‘s Kennedy School of Government. She is an International Security Fellow at New America and a US/UK Fulbright Scholar in Cyber Security for the 2020/2021 year. She is an Electronic Frontier Foundation advisory board member, an inaugural contributing cybersecurity expert for the Washington Post and a Foreign Policy contributor on cyber warfare.  She is the author of the best-selling Women In Tech: Take Your Career to The Next Level With Practical Advice And Inspiring Stories. She is an offensive information security researcher and poker player. 

Her academic cybersecurity research focuses on the definition of cyber war crimes, mitigating harms against civilians during nation-state cyberattacks, and the political economy of international cybersecurity. She frequently collaborates with the Organization for Economic Cooperation and Development on cybersecurity policy, and holds a BA in international relations from Carroll College, and an MS from Portland State University in political science. She is currently a doctoral student in social data science at the University of Oxford’s Oxford Internet Institute.
